Gisteren sloten de landen binnen de APEC een akkoord over klimaatverandering. Hier en daar hoor je wat vreugdekreten. Want landen als de VS, Rusland en China maken onderdeel uit van APEC en een akkoord met die landen erbij is een stap voorwaarts. En als dan de kop luidt "Leden APEC willen aanpak uitstoot broeikasgas", komt alles toch goed? Eindelijk beweging toch?
Helaas, juichen is geheel niet op zijn plaats. Het is een flutakkoord. Het is een prul dat het papier waarop het gedrukt wordt nog niet eens waard is. Het is een zoethoudertje voor alle mensen die graag geloven dat het wel goed gaat komen.
Waarom is het een slecht akkoord? Er staat namelijk geen enkele harde afspraak in. Niet één. Nada, noppes, niets.

• agree to work towards achieving an APEC-wide regional aspirational goal of a reduction in energy intensity of at least 25 per cent by 2030 (with 2005 as the base year).

• agree to promote policies that advance the deployment of low and zero emission energy uses, in particular in the field of clean coal use and carbon capture and storage, through co-operative work in the APEC Energy Working Group
