The Berlin consensus

Een bijdrage van Philip Whyte, senior research fellow at the Centre for European Reform. A broad consensus appears to have emerged across northern Europe on what ails the eurozone. The region's current predicament, on this view, is the result of fecklessness and irresponsibility in geographically peripheral member-states. Countries in the periphery ran into difficulty because they mismanaged their public finances and lost 'competitiveness'. The road to redemption, on this analysis, is for the peripheral countries to consolidate their public finances and embrace supply-side reforms. The task at EU level is to keep member-states on the straight and narrow by making sure that they comply with the fiscal rules and do what is required to remain 'competitive'. This view, which is having a decisive influence on reforms to way the eurozone is run, coincides with that of the German government. Let us, then, call it the 'Berlin consensus'.

Europese Unie als garantie

SaillantLOGODe Europese Commissie onderzoekt of de Nederlandse centrale database met vingerafdrukken wel mag van het internationaal recht. Als het op burgerrechten aankomt, bewijst de Europese Unie ons de laatste tijd goede diensten.

Eurocommissaris Vivian Reding gaat op verzoek van parlementariër Sophie in ’t Veld (D66) de Nederlandse centrale database voor vingerafdrukken onder de loep nemen. Iedereen die een paspoort aanvraagt, moet zijn vingers op een plaat leggen en die afdrukken worden digitaal opgeslagen in een centrale databank, zodat ook opsporings- en veiligheidsdiensten erbij kunnen. Dit alles wordt bewaard door een Frans defensiebedrijf.

Van een kilometer afstand ruik je al dat dit een onnodig, buitenproportioneel en hoogst onzalig plan is dat thuishoort in gezellige staten als Egypte en Israël. Goed dat Nederland internationaal de les wordt gelezen, want respect voor de lokale mensenrechten lijkt bij het ministerie van Justitie en Veiligheid geregeld te ontbreken.

De Europese Unie, zowel Commissie als Parlement, werpen zich de laatste tijd op als hoeders van onze burgerrechten en dat is best even wennen. De lidstaten, waaronder Nederland, vinden het prima dat de VS kan grasduinen in uw internationale overschrijvingen of uw passagiersgegevens, zonder daar enige concrete garanties voor te vragen. Het Europarlement heeft tenminste nog een paar garanties weten af te dwingen. Het resultaat is zeker niet ideaal, maar beter dan wat de lidstaten bedongen – of eigenlijk weigerden te bedingen.

Tot het eind van de Koude Oorlog heeft de BVD de CPN in de gaten gehouden. Maar de dienst deed veel meer dan spioneren. Op basis van nieuw archiefmateriaal van de AIVD laat dit boek zien hoe de geheime dienst in de jaren vijftig en zestig het communisme in Nederland probeerde te ondermijnen. De BVD zette tot tweemaal toe personeel en financiële middelen in voor een concurrerende communistische partij. BVD-agenten hielpen actief mee met geld inzamelen voor de verkiezingscampagne. De regering liet deze operaties oogluikend toe. Het parlement wist van niets.

Ireland: from poster child to enfant terrible?

tax the greedy, not the needyIreland will elect a new government on February 25th to replace a discredited administration loathed by most Irish voters. At first sight, it seems unlikely the election will re-open the fundamentals of a bail-out agreed with fellow eurozone members and the IMF last November. The last act of Fianna Fáil, the main party in government since 1997, was to translate the terms of that deal into an initial set of tax hikes and further public spending cuts before leaving office. Nonetheless, the poll – Ireland’s most important for decades – marks a shift in hostility towards the bail-out and the EU in general which its partners would be foolish to ignore.

European benefactors might express shock that Irish attitudes towards the EU have worsened in the wake of the bail-out. To many EU leaders – including José Manuel Barroso, president of the European Commission – they are helping to rescue a country where politicians and regulators, through incompetence or worse, allowed bankers and developers to drive the economy to ruin using other people’s money. That view is correct but cloistered. It takes no account of the part played by the introduction of the euro itself – at a low interest rate hitherto unknown in Ireland – in inflating a runaway property boom. And Ireland’s eurozone partners (along with Britain) do expect their money back at a profit, having – they hope – secured the common currency and the unwise investments of their own banks in the process.

Hoe een Somalische piraat ontstaat

Somalische piraatIn de loop van het vorige decennium bereikte de Somalische piraterij een omvang die in de westerse wereld voor behoorlijk wat opschudding zorgde. Steeds meer schepen werden gekaapt in de Golf van Aden, een van ’s werelds belangrijkste handelsroutes, en konden pas na betaling van losgeld hun koers voortzetten. Sommige reders hebben daarom besloten om voortaan de veel langere route om Zuid-Afrika te nemen in plaats van door het Suezkanaal. Om het tij te keren besloot de Europese Unie in 2008 grof geschut in te zetten. Momenteel speuren daarom vele tientallen oorlogsschepen uit meer dan vijftien landen, ook van buiten Europa, naar de piraten om ze op te pakken en te berechten.

Afgelopen vrijdag kwam het marineschip Hr. Ms. Amsterdam na vijf maanden terug in Den Helder na deelname aan deze anti-piraterijmissie. De bemanning van het oorlogsschip onderschepte 44 piraten van wie er vijf naar Nederland zijn gestuurd voor berechting. Geen slechte vangst, zou je zeggen. Voor minister van Defensie Hillen was dit in ieder geval reden genoeg de bemanningsleden te roemen om hun ‘vastberaden en resultaatgerichte optreden’ en hen meteen ook een ‘herinneringsmedaille vredesoperaties’ op te spelden.

Maar de resultaten van deze grootschalige, op repressie gerichte onderneming staan bepaald niet buiten kijf.
Er worden weliswaar meer piraten opgepakt dan ooit, maar piraterij gaat eveneens onverminderd door. Op dit moment hebben de piraten dertig schepen met 680 bemanningsleden in handen en onderhandelen ze over de voorwaarden voor vrijlating. De piraten vangen steeds meer geld hiervoor. Twee maanden geleden ontvingen zij nog maarliefst 18,5 miljoen dollar losgeld voor twee gekaapte tankers. Vele duizenden Somaliërs leven inmiddels van deze heuse piratenindustrie.

Tommaso Padoa-Schioppa and the euro

At the end of last year, Europe lost Tommaso Padoa-Schioppa, an eminent central banker and economist, and one of the founding fathers of the euro. As EU leaders struggle to cope with the continuing euro crisis, they would do well do ponder some of Padoa-Schioppa’s insights on the economics of monetary union.

Following Greece and Ireland, Portugal may soon require a rescue from its fellow eurozone members. With the benefit of hindsight it is only too evident that the euro has suffered from design flaws, and that European leaders have mismanaged the currency. Too many countries joined the euro before they were ready. Fiscal discipline has been too lax, though new rules will make it harder for governments to over-borrow. Some eurozone governments did far too little to promote structural reform, and have therefore suffered from inflexible economies and poor productivity; in 2010, Greece, Portugal and Spain belatedly implemented some structural reforms. The penal rates of interest at which Greece, Ireland and Portugal have had to borrow have revealed the need for a bail-out mechanism and a procedure for ensuring the relatively orderly restructuring of sovereign debt (both are on their way). The behaviour of many banks – and not only in Ireland and Spain – has shown that the tighter system of pan-European financial regulation now being put together is sorely needed.
The statesmen who designed the euro have been criticized for putting politics ahead of economics: motivated by the desire to promote European unification, they ignored the economics – or assumed that once the project got underway, the necessary rules for economic governance would somehow fall into place. There is truth in that criticism, but many people have forgotten that economics did play a role in the birth of the euro.

Transparency of European lobbying ahead?

Sweden is known as a global leader in transparency, but among centre-right Swedish MEPs there’s very little enthusiasm for being open about their contacts with lobbyists, as a survey published on europaportalen.se found.

Europaportalen asked the 18 Swedish MEPs for a list of lobbyists they met with during a four-week period in October and November. Twelve MEPs responded to the survey, disclosing details of meetings, but five MEPs declined. Three of these voiced their dislike of this form of transparency, including Cecilia Wikstrom who argued that the privacy of the lobbyists should be protected as they had not been asked in advance whether they were happy for journalists to be told about the meetings. But lobbyists’ privacy is hardly an appropriate argument against transparency.

When professional lobbyists engage in influencing EU decision-making, for instance on behalf of large companies or lobby groups, they are not acting in a private capacity and must accept that their activities can be made public. Gunnar Hokmark, another Conservative MEP who refused to reveal details of his meetings with lobbyists, argued that he has the right to meet with anyone without questions being raised.

EU Billions to keep burning fossil fuels

Carbon capture and storage (CCS) has been promoted by industry as the solution to tackling climate change. Why stop burning fossil fuels when instead you can capture the carbon dioxide and store it in a hole in the ground?

Defying objections on the grounds of cost, feasibility,the environment and in the face of public opposition , heavy industry has pushed for EU support for CCS. Shell, BP and others representing the industry persuaded UK Liberal MEP Chris Davies to work on their behalf – effectively securing billions of euros in EU subsidies to support the new technology.

Industry had already scored an initial success in 2005 when the European Commission was persuaded to set up an advisory body – the European Technology Platform for Zero Emission Fossil Fuel Power Plants, more commonly known as ZEP. This body, which is dominated by industry, was set up to advise the Commission on public research policies. It is partially funded by the Commission – but has become a vocal and effective industry lobbying vehicle for CCS.

Participatory democracy in the EU?

europees verdragThe European Parliament approved last week the final deal on the European Citizens Initiative (ECI), which obliges the European Commission to consider proposals supported by the signatures of one million Europeans. The final deal is a compromise between the Commission and Council, who insisted on administrative hurdles that would have made it very difficult to collect the signatures needed, and MEPs who wanted fewer obstacles. But how much of a boost is this new instrument for democracy and citizens’ power?

The Citizens’ Initiative is presented as a tool to empower citizens. Such a tool is of course much-needed in a European Union that is suffering from a deep democratic deficit, and where citizens are largely sidelined in decision-making, contributing to a strong and deepening sense of political disempowerment. The vacuum that currently exists between citizens and the EU institutions is occupied by professional lobbyists, most of which represent big business interests. It is in this desperate context that the European Citizens’ Initiative is launched.

Introduced as a result of the Lisbon Treaty, the Citizens’ Initiative has even been referred to as a “tool for participatory democracy”. Wikipedia defines participatory democracy as processes that ensure “broad participation of constituents in the direction and operation of political systems” and create “opportunities for all members of a political group to make meaningful contributions to decision-making”.[1] Belgian Secretary of State for European Affairs Olivier Chastel, who negotiated for the Council during the EU Presidency, even claimed that “Thanks to the citizens’ initiative, we will change from representative democracy to participatory democracy!” [2]

Bedrieglijk echt gaat over papyrologie en dan vooral over de wedloop tussen wetenschappers en vervalsers. De aanleiding tot het schrijven van het boekje is het Evangelie van de Vrouw van Jezus, dat opdook in het najaar van 2012 en waarvan al na drie weken vaststond dat het een vervalsing was. Ik heb toen aangegeven dat het vreemd was dat de onderzoekster, toen eenmaal duidelijk was dat deze tekst met geen mogelijkheid antiek kon zijn, beweerde dat het lab uitsluitsel kon geven.

Optimisme als plicht

Sargasso's week van het hardnekkig optimismeBij haar afscheid noemde Femke Halsema de filosoof Popper. Hij had ooit “optimisme een plicht” genoemd. Halsema maakte geen opgewekte indruk, zodat het citaat een beetje leek op een uitwijkactie om haar teleurstelling mee te verbloemen. Maar de formulering bleef bij mij hangen.

Na enig zoeken vond ik de tekst, in een speech van Popper uit 1992:

“Before I finish, I should just like to clarify this phrase, “Optimism is a duty”. The future is open. It is not fixed in advance. So no one can predict it – except by chance. The possibilities lying within the future, both good and bad, are boundless. When I say, “Optimism is a duty”, this means not only that the future is open but that we all help to decide it through what we do. We are all jointly responsible for what is to come. So we all have a duty, instead of predicting something bad, to support the things that may lead to a better future”. (p.143/144)

Ook in een interview in Der Spiegel liet Popper zich zo uit: “Optimism is a duty. One must focus on the things that need to be done and for which one is responsible.” (p.135)
