AzG publiceert rapport over Amerikaanse aanval Kunduz

De belangrijkste conclusies:

  • Het hospitaal werd ongeveer een uur lang, afgaande op de voor- en na-foto’s, met grote precisie vanuit de lucht beschoten (waarschijnlijk door een AC-130 Gunship).
    De exacte GPS-coördinaten van het hospitaal waren bekend bij alle strijdende partijen.
  • In de week voorafgaand aan de aanval werden, op de ernstigste gevallen na, alle gewonde regeringssoldaten uit het ziekenhuis geëvacueerd. Geen nieuwe gewonde regeringssoldaten werden daarna nog binnengebracht.
  • Het ziekenhuis verzorgde nog wel gewonden Talibanstrijders, waaronder twee personen waarvan men vermoedde dat ze van hogere rang waren.
  • Verwoede communicatiepogingen om de luchtaanval te doen stoppen, hadden (tenminste een uur lang) geen effect.

Dit is, op zijn zachtst gezegd, een verdachte samenloop van omstandigheden. Er is weliswaar geen bewijs dat er sprake was van opzet, maar in het licht van bovenstaande observaties valt dat zeker niet uit te sluiten.

Ook de aanval zelf wordt beschreven:

MSF staff recall that the first room to be hit was the ICU, where MSF staff were caring for a number of immobile patients, some of whom were on ventilators. Two children were in the ICU. MSF staff were attending to these critical patients in the ICU at the time of the attack and were directly killed in the first airstrikes or in the fire that subsequently engulfed the building. Immobile patients in the ICU burned in their beds.

After hitting the ICU, the airstrikes then continued from the east to west end of the main hospital building. The ICU, archive, laboratory, ER, x-ray, outpatient department, mental health and physiotherapy departments as well as the operating theaters were all destroyed in this wave after wave of strikes.

After the first strike, MSF medical teams working in the operating theaters ran out of the OT [occupational therapy room] and sought shelter in the sterilization room. The two patients on the operating table in the OTs were killed in the airstrikes.

The MSF international staff members sleeping in the administrative building were woken up by the sound of the first explosions. One MSF nurse showed up to the administrative building “covered from head to toe in debris and blood with his left arm hanging from a small piece of tissue after having suffered a traumatic amputation in the blast.” Staff immediately attempted to treat the nurse, who was bleeding from his left eye and oropharynx. Immediate treatment was provided in an attempt to stabilise the nurse by the medical team in the administrative building.

The airstrikes continued with many staff referring to a propeller plane, which could be heard throughout. This sound is consistent with the reported AC-130 circling the MSF hospital. Many of those interviewed describe massive explosions, sufficient to shake the ground. These bigger explosions were most frequently described as coming in concentrated volleys.

MSF staff also described shooting coming from the plane. Many staff describe seeing people being shot, most likely
from the plane, as people tried to flee the main hospital building that was being hit with each air strike
. Some accounts mention shooting that appears to follow the movement of people on the run. MSF doctors and other medical staff were shot while running to reach safety in a different part of the compound.

One MSF staff member described a patient in a wheelchair attempting to escape from the inpatient department when he was killed by shrapnel from a blast. An MSF doctor suffered a traumatic amputation to the leg in one of the blasts. He was later operated on by the MSF team on a make-shift operating table on an office desk where he died. Other MSF staff describe seeing people running while on fire and then falling unconscious on the ground. One MSF staff was decapitated by shrapnel in the airstrikes.

Ten slotte: de enige reden dat we überhaupt van deze aanval horen, is dat deze werd uitgevoerd op een westerse hulporganisatie met goede internationale contacten. Bij ieder ander doel zouden er ongetwijfeld wat getinte ‘military-age males’ zijn getroffen, wat de aanval per definitie tot een groot succes in the War on Terror had gemaakt.

Laten we dat laatste vooral niet vergeten.

Overigens was het ook al bekend dat Amerikaanse inlichtingenofficieren wisten dat het een ziekenhuis betrof en dat het ziekenhuis bovendien al een week voor het bombardement in de gaten werd gehouden.

(dit betekent trouwens niet per se dat de luchteenheid die verantwoordelijk was voor de aanval dit ook wist … )

@1 Dat het een westerse hulporganisatie met goede internationale contacten betrof is niet alleen de reden dat het in de media breed wordt uitgemeten maar tevens een aanwijzing dat opzet onwaarschijnlijk was, omdat.. nou ja, dat moge helder zijn.

Nee, dit doet me meer denken aan vergelijkbare friendly-fire incidenten waar notabene NAVO troepen onder vuur werden genomen door de Amerikaanse luchtmacht. Daarvan mogen we aannemen dat hun locatie ook wel ergens bekend was.

Een aanwijzing inderdaad. Met nadruk op zowel ‘een’ als ‘aanwijzing’. Bovendien is het een dubieuze aanwijzing, aangezien zoveel ‘plausible deniablity’ ook kan meewegen in het besluit vóór een aanval op zo’n post: mensen zullen toch nooit geloven dat we het met opzet deden, dus komen we er wel mee weg als we het doen. Zolang het niet te vaak gebeurt en zolang het doelwit waardevol genoeg is (hoeveel gaat het ons kosten als we géén gebruik maken van deze kans?) is zo’n argument echt niet taboe aan een tafel waar dit soort artsenposten sowieso al niet populair is.

En daarnaast is het dus slechts één aanwijzing onder vele. Er zijn ook aanwijzingen die het juist vrij onwaarschijnlijk maken dat het om een ongeluk ging.

Je hebt natuurlijk wel gelijk als je zegt dat die aanwijzing óók meegewogen moet worden, maar je suggereert eigenlijk dat alléén die aanwijzing meegewogen mag worden.

En daarin zou je (uiteraard) geen gelijk hebben. Bovendien is het natuurlijk geen goed argument tegen een onafhankelijk onderzoek, dat dat juist al dit soort aanwijzingen kan onderzoeken.
